Lagos Has Declared A Small State Of Emergency On Refuse

Governor Babajide Sanwo-Olu has declared what he called a "small state of emergency" on waste management in Lagos, with 160 trucks ordered as part of the response.

The qualifier is doing a lot of work in that phrase, and the admission underneath it is not small at all.

Why waste is the honest metric for a city government

Because it is daily, universal and impossible to hide. Every household produces it, every street shows it, and no press release changes what a resident can see on the way to work. Roads can be resurfaced selectively and rail lines photograph well. Refuse is the service that either happens everywhere or visibly does not.

The scale problem. Lagos is among the largest urban areas on the continent and is still growing. Waste volume rises with population and with income, and collection capacity has to be rebuilt continuously just to stand still.

Trucks move the problem faster. They do not create somewhere to put it.

Lagos runs collection substantially through private operators under the state waste authority. When those operators are not paid on time, collection stops regardless of how many vehicles exist, and the resulting pile-up looks identical to a shortage of trucks. The announcement does not say which of the two this was.

A city that needs an emergency to collect refuse has a procurement problem wearing a logistics costume.

The public health line

Uncollected waste blocks drainage. Blocked drainage floods, and Lagos floods readily in the rainy season. Standing water is where cholera and mosquito-borne illness come from, so a refuse backlog in September is a health story in October whether or not anybody files it as one.

What to hold him to

An end date. An emergency, small or otherwise, is a temporary state with a defined finish. If the phrase is still in use in three months it was not an emergency, it was a description of normal service.
