How a case like this actually resolves
In England and Wales a complainant does not decide whether a prosecution continues. That decision belongs to the Crown Prosecution Service, which can proceed even where a complainant withdraws, or discontinue for reasons that are never made public. A withdrawal and a release are not the same event and do not necessarily follow one another.
