Nigeria's defence minister used a Kaduna engagement to urge national unity and to rally support for President Tinubu's re-election and for Governor Uba Sani, one day after INEC published the final list of presidential candidates.

The convention, and why this portfolio strains it

Serving ministers campaign for their government in every Nigerian cycle, and there is no rule against it. The defence ministry is a harder case than the others, because the same office that mobilises voters also decides where soldiers are deployed, and Kaduna is a state where deployment is not a theoretical question.

What the unity language is doing. Calls for Nigerians to unite, delivered at a partisan event, are an appeal to stop contesting rather than an appeal to cooperate. It is an effective register precisely because objecting to unity sounds unreasonable, and it is worth noticing when it is used by the side that currently holds power.

Kaduna specifically

A campaign stop is a normal thing. A campaign stop in a state with an active security deployment, by the minister responsible for it, is a normal thing that deserves watching.

Kaduna has lived with kidnapping on its highways and attacks in its rural local government areas for years. Voters there will judge this government on security before anything else, which makes the defence minister the most exposed possible advocate and, from the campaign's point of view, the most valuable one if the numbers improve.

The checkable thing

Whether security deployments in Kaduna change in ways that track the campaign calendar rather than the threat. That is measurable, it will be measurable in January, and it is the only version of this question that does not depend on anyone's motives.
